A Change Agent is a person who actively helps protect others from Online Child Sexual Exploitation (OCSE) or other forms of exploitation. Typically aged between 14 and 24 years old, they work within teams to raise awareness, help children protect themselves from online abuse, and make Cambodia a safer place for children. Change Agents are volunteers who contribute their time and commit to collaborating with other Change Agents to lead, organise, and protect. By signing a Child Protection form, Change Agents adopt a philosophy of non-violence and work with local communities and the Government of Cambodia. Change Agents are pioneers who raise awareness about OCSE and exploitation through campaigns, competitions, creative projects and active advocacy. We spread information, unify, and equip girls with the power to protect themselves and each other through knowledge, skills, and activity.
Research is a fundamental part of change – by realising obstacles and risks, and analysing opportunities, Change Agents initiate awareness and own the discussion of topics that they themselves define.

GULL is the Global University for Lifelong Learning, a US NGO. Since its start, GULL has worked in 60 countries.
GULL works through action-learning to enable Change Agents to get professional awards (Certificates, Diplomas and Bachelor Degrees), as they are working on preventing exploitation, especially Online Child Sexual Exploitation.
Some of the possible areas that Change Agents can apply GULL Action Learning to are: being Peer Mentors, Citizen Researchers, Advocates who influence leaders on national, provincial or community levels, Campaigners, Campaign leaders, “Communications for Change” Agents, Trainers for Change Agents, or Social Movement leaders who create policies, guidance and resources.
Usually, a GULL certificate can be earned by dedicating 10 hours a week to service, reflection, and learning over a 4-month period. This opportunity is open to Change Agents aged 16 and above.
